Paul H. Douglas was elected to serve as treasurer of the General Conference (GC) of Seventh-day Adventists on July 6, 2025, during the 62nd General Conference Session.

As treasurer, Douglas assumes primary responsibility for overseeing the financial systems that support the church’s global mission. His role involves managing tithes and offerings, guiding financial policy, and ensuring transparency and accountability across the church’s institutions and territories.

After a period of prayerful reflection, the Nominating Committee, comprising representatives from every world division and attached field, put Douglas’s name forward. His nomination was then brought to the full body of delegates at the 62nd GC Session in St. Louis, Missouri, where it was confirmed by a vote during the business session in the Dome at America’s Center in St. Louis, Missouri.

The vote passed 1,851 to 47.

Stewardship in Service to the Mission

Douglas brings a lifetime of denominational financial leadership to the role, including decades of service in the General Conference Auditing Service (GCAS), where he most recently served as executive director before being elected as GC treasurer in 2021.

Throughout his tenure, Douglas has championed integrity, simplicity, and faithfulness in the church’s approach to finance. He is known for his ability to communicate complex financial realities in spiritually grounded terms, helping leaders and members alike understand the sacred responsibility of resource management.

Douglas works closely with treasury teams across the globe, providing training, accountability frameworks, and strategic planning to ensure the church is financially prepared to carry out its end-time calling.

A Life Committed to God and Good Stewardship

Born in Jamaica to Cuban parents, Douglas discovered his love for numbers and purpose for ministry at a young age. He earned an MBA from California State University–San Bernardino, a certificate from Cornell University’s Strategic Leadership Program, and is completing his PhD in Accounting from Bayes Business School in London. He is a Certified Public Accountant (CPA) and a Chartered Accountant in Jamaica.

Douglas and his wife, Rochelle, have been married since 1991 and have three children—Jhanae, Julian, and Jholie. Together, they have supported the mission of the church through both leadership and service, believing deeply in the principle that everything belongs to God.

The Role of the General Conference Treasurer

The GC treasurer is responsible for overseeing the church’s global financial infrastructure, including the management of tithes and offerings, institutional audits, financial reporting, and policy compliance. The treasurer chairs multiple finance-related boards and collaborates with treasury leaders across the world field to ensure that funds are managed with integrity and directed toward mission priorities.

Douglas also works in close coordination with the president and secretary to guide strategic decisions that affect the global church, particularly in financial planning and resource allocation.

“We are called to be faithful stewards—not just of money, but of the mission,” Douglas said in a previous Annual Council report. “Our goal is to ensure that every dollar entrusted to the church helps someone, somewhere, experience the love of Jesus.”
