Delegates Vote Down Proposal to Present Annual Council Items at Spring Council Meetings

On July 7, 2025, at the 62nd General Conference (GC) Session, delegates voted against a proposal to present Annual Council items at Spring Meetings. Instead, they voted to refer the motion back to the Constitution and Bylaws Committee for further consideration.

The motion was prompted by delegate frustration over two issues, one, that the Spring Meeting is a hybrid event that raises challenges, and two, that it is a full business session early in the year, when standard practice is to hold a full business meeting near the end of the year.

The GC holds two annual business meetings for church leadership: Spring Meeting in April and Annual Council in October. These sessions provide a platform for reviewing financial reports, discussing major business items, and evaluating mission progress.

The motion passed by a show of voting cards.

The original motion brought to delegates read, “To amend the General Conference Constitution and Bylaws, Bylaws, Article I – Territorial Administration, as found in the Session agenda (item 202).”

As a result of the vote, Item 203 was not presented to delegates and will instead be referred back to the Constitution and Bylaws Committee.
